SHAKER HEIGHTS, Ohio — Shaker Heights and Cleveland Heights city councils approved a funding agreement Dec. 15 that divides responsibility for a multimillion-dollar project to remove the failing Horseshoe Lake Dam and restore Doan Brook to a naturalized stream valley.
The agreements authorize the construction phase of the project, with the Northeast Ohio Sewer District financing dam removal and stream restoration while the two cities split up to $7.1 million in park amenities.
Shaker Heights will pay 65% and Cleveland Heights will cover 35%. Bidding is expected to begin in January, with construction running through 2026–2027.
Both councils passed the measures as emergency legislation to avoid a 30-day delay, but residents in both communities questioned why the agreements required only one reading.
